The Mayor of Ealing, Councillor Rajinder Mann, has officially launched an exciting new arts project in West Ealing. . .

The Mayor of Ealing, Councillor Rajinder Mann, has officially launched an exciting new arts project in West Ealing, which aims to bring hundreds of local people together to help build a stronger local community.

Around 180 residents turned out for the opening event on Saturday (April 9), where there was a range of activities on offer including taster sessions, art exhibitions, live music and a pre-launch of Ealing Film Club. Also attending was local MP Angie Bray.

The year-long initiative, named ‘OPEN Ealing’, is being run by West Ealing Arts Project from 113 Uxbridge Road in Ealing.

It is part of the £136m regeneration of the Green Man Lane estate in West Ealing, which is being carried out by local housing association A2Dominion and developer Rydon, and designed by Conran & Partners.

Over the next 12 months, local people of all ages and abilities will have the chance to take part in a wide range of arts-related sessions such as painting, crafts, dance, film making, drama, sculpture and photography. There will also be opportunities for residents and artists to display and sell their work.

Simon Hall, A2Dominion’s Community Regeneration Director, said: “We were delighted with the turn-out for the launch event, which exceeded our expectations, and we received lots of positive feedback which was fantastic.

“The regeneration of Green Man Lane is not just about providing new homes but about helping to create a stronger sense of community and a more vibrant local area. Art is a great medium for breaking down barriers such as age, ability and languages and for reaching out to people and encouraging them to come together for something fun and rewarding. The local area is very diverse and I’m sure we’ll end up with a very eclectic body of artwork.”
Local resident Anne Fabing, who is Chair of the Green Man Lane Tenants and Residents Association, attended the launch. She said: “The project is a great opportunity for people in West Ealing. It will bring people together in a way that’s never been done before. People may find hidden talent and I’m sure many budding artists will appear. I can't wait to be part of it. It’s a great way to start the summer.”
Mayor of Ealing, Councillor Rajinder Mann, said: “The launch of the project proves that the idea to help regenerate the area is not just about houses but also about art. Culture and activity are well known methods of building communities and Ealing Council values the work being done in the community."

Artist and local resident Jack Jones, said: "OPEN started simply as an idea to put artworks in empty shop windows with David Highton from West Ealing Neighbours. We showed our proposal to A2Dominion and from there it began to snowball. The project idea is very flexible and open to any creative input no matter how subtle or ambitious.“

It is hoped the project will help provide a long-lasting and sustainable arts legacy for the area.

The West Ealing Arts Project Committee includes Chair Ann Pavett from Ealing Arts + Leisure, artists Jack Jones and Nick Pearson, David Highton from West Ealing Neighbours and representatives from A2Dominion and Ealing Community and Voluntary Service.

At the launch event was hand-made jewellery by an arts collective set up by the charity Mind, a window art installation created by pupils from nearby school St John’s in West Ealing,and a pottery display and workshop by local artist Viv Phelan. The Classic Cinema Club-Ealing gave a trailer show in preparation for the film club’s launch on 6 May.

The project’s classes and workshops will run Mondays to Fridays during the Easter holidays and will include weekends thereafter. There will be a small fee to take part, subsidised for low-income families, to help cover the cost of running the activities. About 250 qualified artists, all specialists in their own fields, will be brought on board to run the arts sessions over the course of the project.

Southside Decorators has provided funding and staff time towards the project. Ealing Council’s Elthorne and Walpole Ward Forums have also provided funding for the project, along with A2Dominion’s Community Involvement Team and Ealing and Brentford Consolidated Charity (EBCC).
Maria Gledhill, Chief Executive of EBCC, said: “We are delighted to be able to support The Green Man Lane arts project.” Waitrose provided refreshments for the launch.

Past and present residents of the Green Man Lane Estate in West Ealing, along with Councillor Julian Bell Leader of the Council in Ealing, celebrated the start of the estate’s demolition programme, on Monday 18th April, part of the first phase of this £136m regeneration project. Detailed planning consent for phase one and outline planning permission for the master plan were granted in September 2010 and the start of the demolition marks the beginning of the transformation of the estate.

The first phase includes the demolition of 48 existing homes at Green Man Lane and a multi-storey car park, to make way for the first of 706 new flats and houses, which will be a combination of affordable rent, shared ownership and outright sale properties. The demolition of phase one is expected to take four months, with construction starting shortly afterwards.

Members of the residents’ steering group, who have been part of the project since it was first conceived, turned out to witness the demolition getting under way.

Anne Fabing, who chairs the Green Man Lane Tenants and Residents Association,comments: “It was exciting to see the demolition starting as it represents the beginning of the regeneration. We’ve worked very well with Rydon and A2Dominion through the residents’ steering group and association and we’re pleased to see that things have gone so smoothly.”

The regeneration team includes Rydon, a privately owned construction and development company, local housing provider A2Dominion and architect Conran & Partners.

Tom Rigby, Development Manager from Rydon comments: “The start of the demolition at Green Man Lane marks a new era for the estate and it’s residents. It’s a privilege to be involved in such a key regeneration project in London, which will create a popular new residential area in West Ealing and help to alleviate the housing shortage here.”

Site safety day at St John’s School, Ealing

Children from Reception Class and Key Stage 1 and 2, aged between three and eleven at St John’s School, Ealing, learned about construction site dangers on Tuesday March 8th, thanks to Nikki Donnelly, Resident Liaison Manager for Rydon, part of the regeneration team for the Green Man Lane Estate, which is next to the school. Nikki, with the help of Ivor Goodsite, the Considerate Constructors Scheme industry mascot, explained the hazards on construction sites and the safety rules Rydon employees have to adhere to on a daily basis.

Green Man Lane – Decanting Update

New Surgery Timetable
From 1st March a new surgery timetable will be in place, which has been advertised on the estate through posters and fliers and will be in the next newsletter.

There will be 3 surgeries per Locata session specifically for people in Phase 2 who want to place bids on Locata. These will be on Fridays (2-4), Mondays (2-4) and Wednesdays from April (10-12). I attach a Guide to Bidding on Locata, which has the surgery times on the final page.

NB. A further session will be held on Wednesday’s from 10-12 from April, even when Locata isn't open.

In addition to this there will be two A2D run surgeries between 10 and 12 on Tuesdays and Thursdays every week.

Phase 2 Tenants and Wigmore Returnees
The task of getting transfer forms completed for everyone has nearly been completed (over 90%). Once a completed transfer form is received the following happens:

1. They are sent to Ealing Homes (or A2D if a Wigmore returnee moved to an A2D property) for processing

2. The tenant will receive a letter telling them their LIN no, bedroom size and banding.

3. Allocations will be asked to upgrade their banding to B and they will then receive a letter from Sian Llewellyn telling them that they have been upgraded, what they need to do next (depending on their onward housing preference) and a guide to bidding on Locata. (I have attached this as it may be useful for you to refer to if you get any queries)

For Those That Want/Have to Leave the Estate

Tenants will need to start bidding on Locata. We are holding surgeries as outlined above to assist with this. If people do not place bids Sian will get in touch with them and may bid on their behalf.

For Those Who Want to Move to the New Homes on the Estate

Tenants do not need to do anything at the moment, although they can place bids if they choose. Sian will be contacting everyone who expressed an interest in staying over the next 6 months to discuss in more detail the layouts and properties available in the new flats to ascertain their preferences or identify those who’s needs we cannot meet.

Children from Reception Class and Key Stage 1 and 2, aged between three and eleven at St John’s School, Ealing, learned about construction site dangers on Tuesday March 8th, thanks to Nikki Donnelly, Resident Liaison Manager for Rydon, part of the regeneration team for the Green Man Lane Estate, which is next to the school. By engaging the children's natural curiosity in a fun and interactive way, the Rydon team dispelled the mystery about what happens behind the building site hoardings whilst pointing out the dangers of going onto a building site. Rydon safety bookmarks, stickers, pencil cases and colouring books were given to the pupils to help them understand the message: ‘Never go on a building site!'.

Head Teacher, Marilyn Borlase reports : “Considering the proximity of the Green Man Lane project to the school, it’s essential that the children learn about safety and why they should never venture on site. Rydon delivered an action-packed afternoon where the children were able to participate with question and answer sessions, learn about safety signs and see all of the safety equipment needed to be worn when on site.“

Borlase adds: “Practical learning like this is very important and the format encouraged the children to participate in the session.”

Nikki Donnelly, Rydon’s Resident Liaison Manager, comments: “We regularly host school safety days in areas where we are working. It’s great to see the children taking an active interest in safety and learning how important it is to adhere to certain rules when near a working construction site. As St John’s School is located next to the Green Man Lane Estate, we were keen to take this opportunity to let them know about what is going on in the neighbourhood.”

An estate in West Ealing, London, is to be transformed with high-quality new homes and community facilities after Ealing Council gave the green light to a massive £136m regeneration project.

The Green Man Lane estate regeneration team, which includes local housing provider A2Dominion, developer Rydon and architect Conran & Partners, was granted outline planning permission for the masterplan and detailed planning consent for phase one of the scheme.

Ealing Council’s planning committee made its decision at a meeting on September 1, 2010.

Residents, neighbours and other stakeholders have worked for over a year with the regeneration team to help shape plans for the project, giving their input into a range of areas including design, community regeneration and neighbourhood management.

Demolition will get under way in early 2011 of the estate’s 464 existing homes and a multi-storey car park, to make way for the first of 706 new flats and houses for a mixture of affordable rent, shared ownership and outright sale.

The first phase of the regeneration will include:

• 154 new one, two, three and four-bedroom homes split across two blocks, ranging in height from three to eight storeys
• A community café, set to be run by local people
• Enterprise employment units and community floor space
• New roads and parking spaces
• Play space for children
• An energy centre to provide energy-efficient heating and energy to the new neighbourhood.

Nicholas Yeeles, A2Dominion’s Executive Director (New Business), said: “This is fantastic news for local residents, who have worked hard over a long period of time to get the new high-quality homes they want and need. The regeneration team has been working not just with the residents of Green Man Lane but the wider community as well, to ensure the whole of West Ealing benefits from the regeneration.

Initiatives such as the Green Man Lane history group, an arts project and plans for the community café are giving people from across the local area the opportunity to get involved.

Mark Mitchener, Rydon’s director responsible for regeneration, commented: “We are really excited about this outstanding project which will benefit so many people. We look forward to continuing our work with the residents and the community and to offering work and training opportunities to local young people and trades as we deliver the transformation of the estate that is so needed.”

A2Dominion has been awarded grant funding of just over £13 million by the Homes & Communities Agency towards the building of the affordable homes for the first phase of the regeneration of Green Man Lane.

All new homes for the Green Man Lane estate have been designed to achieve Level 4 of the Code for Sustainable Homes. Other sustainability measures include water-saving devices in the homes and rainwater collection.
The development will be fully Lifetime Homes compliant, and in addition 10 per cent of the new homes will either be adapted or adaptable to wheelchair accessible standards.

Residents share memories of the estate

Current and former residents of the Green Man Lane estate have been sharing their memories of life in the area as part of a community history project which has been launched in West Ealing.
The coffee mornings and afternoon teas, organised by Rydon, A2Dominion and Conran & Partners, part of the estate’s redevelopment team, have proved popular with residents. The date for the next event will be published shortly.
Each person has also been given a diary to write down what they remember about growing up in the area.

Q. Asbestos - where will it be removed from and when will it be removed? What will be the impact on Glastonbury Court?

A. Asbestos will be removed from Wigmore Car Park after a mandatory type 3 survey has been carried out. Once completed the removal will be carried out by appointed contractor within a secure protective environment. Whilst the works are being carried out there will be no adverse impact on the wellbeing of Green Man Lane Residents nor the public alike.

Q. What Trees are staying and will they be protected during the build programme?

A. All tree’s recommended by the planner will remain and will be protected prior to the main work starting. A qualified Tree Surgeon will be responsible for any tree’s requiring removal.

Q. If residents experience problems during the build who do residents contact?

A. Residents should contact the Project Free Phone Number or Visit the Site Office at Dean Hall.

Q. Can residents with cars still use Singapore Road, and the outside roads where construction vehicles will be using?

A. Yes.

Q. How will Site Noise be managed?

A. Site Noise will be managed in accordance with the Health and Safety Executive (HSE) Guidelines.

Q. What material’s will be used for the Site Fencing?

A. The Fencing around the site perimeter will be Timber and Painted Ply Hoarding.

Q. What Security will there be on site?

A. Security on site will be one or more of the following as the need dictates i.e. CCTV, Enhanced Site Lighting and Static/Mobile Security Patrols.

NB. The above will be in consultation with Secure by Design Officers.



REVISED PLANS SUBMITTED -

A revised planning application has been submitted to Ealing Council for the regeneration of the Green Man Lane estate.

Formal consultation gets under way on Monday July 5 and will last for three weeks, until Friday July 23.

During this time, residents, neighbours and other stakeholders can view the the revised plans at the Green Man Lane Community Centre in West Ealing, at the following times:

• Mondays: 9am – 12noon
• Tuesdays: 10am – 12noon
• Wednesdays: 1pm – 7pm
• Thursdays: 9am – 12noon
• Fridays: 10am – 12noon and 1pm - 5pm

Any comments can be submitted to Ealing Council.

The proposed regeneration project includes the phased demolition of 464 existing homes to make way for new properties for affordable rent, shared ownership and outright sale. There are also plans for new community buildings and facilities.

The revised plans do not change any of the layout principles agreed by residents who attended workshops last year, but will help to improve the way the buildings will look from Singapore Road and the Broadway.

We are proposing a reduction in the height of the new properties at either end of Singapore Road, which results in a small reduction in the number of new homes. Theses changes in design are in line with suggestions from the Greater London Authority and Ealing Council’s urban designer.

Plans for a community run cafe at Green Man Lane -

Plans submitted in February for phase one at the Green Man Lane estate include proposals for a community run café.

Original consultation with residents, neighbours and stakeholders has confirmed the interest in pursuing this as an option. The plans include a double aspect building with a café which could be run by members of the local community, an opportunity for a room for small scale exhibitions as well as an area which could be leased by small enterprises as office space.

In order to begin the process of identifying funding, staffing, resources and creating a business plan, we are looking for 10-15 people from the Green Man Lane estate and the surrounding areas who would like to be involved in the project.

Plans for the proposed £137m transformation of the Green Man Lane estate in West Ealing were submitted this week to Ealing Council.

The move follows a comprehensive and on-going consultation programme which has been undertaken over the past year.

Regeneration specialist Rydon and housing provider A2Dominion are seeking outline planning permission for the regeneration project master plan. An application for full planning permission for the first phase of the redevelopment is also being submitted.

The proposed project includes the phased demolition of 464 existing homes to make way for new properties for affordable rent, shared ownership and outright sale. The proposed regeneration programme also includes new community buildings and facilities.

Drawings of the proposed estate master plan will be on display for residents, neighbours and other stakeholders at the community centre at the Green Man Lane estate.

Weekly drop-in surgeries have been launched to help keep residents, neighbours and other stakeholders up-to-date with the proposed regeneration of the estate.

During the consultation period for the planning submissions, the surgeries will take place daily at the following times:

- Monday mornings from 9am to 12pm
- Tuesday mornings from 10am to 12pm
- Wednesday afternoons from 1pm to 7pm
- Thursday mornings from 9am to 12pm
- Friday mornings and afternoons from 10am to 12pm and 1pm to 5pm

Weekly drop-in surgeries are being launched to help keep residents, neighbours and other stakeholders up-to-date with the proposed regeneration of the Green Man Lane estate in West Ealing.

Starting on February 1, the sessions will be run by housing provider A2Dominion , in partnership with regeneration specialists Rydon.

Representatives from A2Dominion will be on hand to answer queries regarding all aspects of the proposals for the estate and the forthcoming planning application submission.

The surgeries will take place every Monday between 9am-12noon and on Wednesdays between 5pm- 7pm at the Green Man Lane Community Centre on the Green Man Lane Estate. These times were selected by the residents as this is when the community centre is at its busiest.

During the consultation period for the planning submissions, the surgeries times will be extended and drawings of the proposed estate master plan will be on display at the community centre.

Next stage for Green Man Lane

Following the comprehensive and ongoing consultation programme undertaken over the past year, the next key step in the £137mn transformation of the Green Man Lane estate in West Ealing will be taken in early February, with the submission of the outline planning application for the masterplan and the full planning application for the first phase of the redevelopment.

The proposals include the phased demolition of the existing 464 homes, making way for new properties for affordable rent, shared ownership and outright sale. The proposed regeneration programme also includes new community buildings and facilities.

Drawings of the proposed estate masterplan will be on display in the Community Centre at the beginning of February.

Almost 100 Ealing residents turned out to view the proposed design for the £137 million regeneration scheme that is set to transform the Green Man Lane estate.

Visitors to the events, which included estate residents, leaseholders and people living in neighbouring areas, were invited to give their feedback on the draft masterplan.

The events were held at Jubilee Hall in Green Man Lane, West Ealing, on Friday and Saturday, October 9 and 10.

Councillor David Millican, Ealing Council’s Cabinet Member for Regeneration, attended the event of Friday.

A number of suggestions and comments were received and the designers are currently reviewing the feedback to ensure the revised plans reflect the wants and needs of the community.

A crèche was organised for local children, who were enthusiastic in joining in the activities on offer. These included a ‘Design your own bedroom’ competition, with prizes for the best three entries.

A ‘Design a Mug’ competition was also held and the best designs will be recreated on a set of mugs. Each mug was photographed and these are currently being judged to decide the winner.

David Price, Regeneration Director at A2Dominion, says:

“We were very encouraged by the number of local residents and stakeholders who attended the exhibition and gave feedback. We had a number of in depth discussions with them and received some very valuable comments.

“We are currently collating information and design meetings are being held to try to incorporate as many suggestions as possible into the design.”

The Green Man Lane estate regeneration project in West Ealing now has a website, yet another way of keeping residents, neighbours and stakeholders up-to-date on the £137million regeneration project from this week.

The website will provide residents, neighbours and interested groups with regular updates on the project, including dates of working group meetings and other forthcoming events and information about the design and construction process.

Aimed at estate residents and the local community, the new website www.greenmanlane.co.uk goes live this week.

Simon Hall, A2Dominion’s head of Community Development, comments:

“The new website gives residents a central, easily accessible place to find out more about the regeneration process and provide feedback to the regeneration project team.

“Local residents are key to the success of this project and all of the partners are committed to ensuring that residents are as involved as possible in the design and delivery of the redevelopment programme.

“It’s an interesting opportunity for residents, as they will learn a great deal about whatever aspect of the project that they choose to be involved in.

“For example, members of the residents working group on design are meeting directly with the project’s design team and learning about project design as well as providing their own input.”

GML set for transformation with £137M investment -

Residents of Ealing’s Green Man Lane estate are to be surveyed on the proposed regeneration scheme that will transform their homes and neighbourhood.

Following the selection of Rydon and A2Dominion as preferred developers for the regeneration of the Green Man Lane estate last month, the developers will be undertaking a door to door ‘wants and needs’ survey from this week (w/c 11/5/09).

In partnership with the Council, the Rydon and A2Dominion regeneration team will be making door-to-door visits on the estate to build a detailed picture of residents’ needs. Residents will be given the opportunity to have their say on the design of the new homes and the types of community amenities and initiatives they would like to see.

The project will see the phased demolition of the 430 homes on the estate with 346 new properties built for affordable rent and 91 for shared ownership. A further 309 homes will be built for outright sale.

In addition to providing new homes and community facilities, the redevelopment is aimed at linking the estate more effectively to West Ealing town centre and aiding the regeneration of the area as a whole.

An on-site energy centre will provide combined heat and power for all homes and facilities, with 20 per cent of the development’s energy requirements being generated on site from renewable energy sources. All the new homes will be designed to Code for Sustainable Homes Level 4.

Rydon and A2Dominion will be working with architects Conran and Partners, the estate’s residents and the council to draw up an outline planning application for all four phases of the development, along with detailed planning for the first phase. These will be submitted in November 2009.

If planning permission is granted, work on phase one could start as soon as mid 2010. The scheme is expected to take about seven years in total.

The London Borough of Ealing has selected Rydon and the A2Dominion Group as preferred developer for the Green Man Lane estate.

The estate regeneration project will involve the phased demolition of the existing estate and the provision of 346 affordable and 91 shared ownership, new build homes as well as community facilities and public spaces.

An onsite energy centre will provide combined heat and power for all homes and facilities, with 20% of the development’s energy requirements to be generated on site from renewable energy sources. All the new homes will be designed to Code for Sustainable Homes Level 4.

An additional 309 homes will be built for outright sale in a joint venture between REAL, Rydon’s regeneration arm, and A2Dominion Enterprises.

In addition to providing new homes and community facilities, the redevelopment is aimed at linking the estate more effectively to West Ealing town centre and aiding the regeneration of the area as a whole.
